Your Mission
The Project Reporting Specialist coordinates the preparation, validation, governance, and submission of reporting required in connection with U.S. Department of Energy financing for the Willow Rock Energy Storage Center (WRESC).
Working across Project Controls, Finance, Accounting, Commercial, Legal, Engineering, Construction, and Project Leadership, the specialist translates external reporting obligations into a controlled internal reporting calendar, data requirements, review workflow, and auditable submission record. The role helps ensure that schedule, cost, progress, funding, risk, compliance, and supporting documentation are complete, internally consistent, and suitable for management certification and DOE review.
As a key member of the project controls and reporting function, the Project Reporting Specialist applies disciplined reporting governance, document control, and data-quality practices to a complex major-project environment. The role coordinates inputs from Hydrostor, the EPCM contractor, contractors, and advisors; reconciles information across source systems; identifies gaps and inconsistencies; and supports timely resolution before submission. Strong written communication, analytical judgement, attention to detail, and the ability to manage sensitive, deadline-driven deliverables are essential.
Your Day-to-Day Adventures
- Reports to the Senior Manager – Cost and Reporting, with regular coordination with the Sr. Director, Project Controls and functional interfaces to Finance, Accounting, Commercial, Legal, Engineering, Construction, Risk, and Document Control.
- Owns and maintains the WRESC DOE reporting requirements matrix, submission calendar, responsibility assignment matrix, data dictionary, review workflow, and evidence register.
- Interprets executed financing documents, DOE guidance, reporting templates, and formal data requests into clear internal deliverables, owners, due dates, validation criteria, and approval requirements, with support from Legal and Finance where interpretation is required.
- Coordinates recurring and ad hoc DOE reporting packages, including project status, schedule, cost, forecast, funding, progress, risk, change, procurement, construction, compliance, and supporting narrative inputs, as applicable to confirmed requirements.
- Establishes and manages cut-off dates, working sessions, internal reviews, management approvals, and submission readiness checks to support timely delivery.
- Collects and validates inputs from Hydrostor functions, Hatch as EPCM, contractors, consultants, and other data owners; follows up on late, incomplete, or unsupported information.
- Reconciles reported values to controlled source records, including the Integrated Master Schedule, control budget, cost management system, general ledger, commitments, actual costs, accruals, forecasts, change register, risk register, and funding records.
- Maintains traceability from each reported figure, milestone, statement, and certification to its source record, calculation, reviewer, approver, and submitted version.
- Performs quality-control reviews for completeness, mathematical accuracy, period-over-period continuity, coding consistency, narrative alignment, and compliance with approved definitions and reporting instructions.
- Coordinates resolution of discrepancies across Project Controls, Finance, Accounting, Commercial, and contractor reporting before information is advanced for management approval.
- Prepares concise executive summaries, variance explanations, milestone commentary, spending and funding narratives, risk disclosures, and management briefing materials for each reporting cycle.
- Supports preparation of schedule and cost information in DOE-required structures, including required cost categories, activity identifiers, spending curves, milestone formats, or other classifications once formally established.
- Administers controlled review and approval workflows, ensuring submissions are not released until required technical, financial, legal, and executive reviews are complete.
- Coordinates with Document Control to maintain a complete, version-controlled archive of source files, review comments, approvals, certifications, transmittals, portal receipts, and final submissions.
- Supports responses to DOE questions, clarification requests, audits, assurance reviews, site visits, and information requests by coordinating complete and consistent supporting evidence.
- Tracks open DOE reporting actions, conditions, commitments, and findings through closure, escalating schedule or compliance risks to the appropriate accountable owner.
- Develops practical templates, checklists, dashboards, and standard operating instructions that improve reporting consistency, cycle efficiency, and audit readiness.
- Protects confidential, commercially sensitive, and controlled project information in accordance with Hydrostor requirements and applicable submission protocols.
- Builds effective working relationships with DOE-facing leadership, internal functions, contractors, and advisors while maintaining an objective, evidence-based reporting standard.
Who You Are
The successful candidate will be a reporting, project controls, finance, engineering, construction management, compliance, or grants-management professional with experience supporting a large capital project, regulated program, government-funded initiative, or lender reporting process.
The successful candidate will understand how cost, schedule, progress, risk, change, procurement, and financial data connect, and will be able to convert detailed source information into accurate, traceable, executive-ready reporting.
A highly organized and collaborative professional, the successful candidate will work effectively across Owner, EPCM, contractor, advisor, and government-facing teams. They will demonstrate discretion, sound judgement, disciplined records management, strong follow-through, and the confidence to challenge incomplete or inconsistent information. They will be comfortable operating in an evolving reporting environment, maintaining a clear requirements matrix, and establishing repeatable controls as final DOE obligations, templates, and submission protocols are confirmed.
What You Bring
- Bachelor’s degree in Engineering, Construction Management, Finance, Accounting, Business, Economics, Public Administration, or a related field.
- 5 or more years of relevant experience in project reporting, project controls, finance, compliance, grants or loan administration, audit support, or major capital-project delivery.
